What Meta charges per WhatsApp message, in every country
In India, Meta charges ₹0.8631 per marketing message and ₹0.1150 per utility or authentication message ($0.0118 and $0.0014 on the USD card). Service replies are free for the first 1,000 a month per number, then ₹0.1150. Rates from Meta's official card effective 1 October 2026.
These are Meta's own fees: the same whichever WhatsApp provider you use, and charged to you by Meta directly. Your provider's plan and fees come on top; the calculator shows both for CampaignHQ in India.

You pay per delivered message
Meta charges each delivered template message once, by its category and the recipient's country code. Per-message pricing replaced conversation pricing on 1 July 2025.
Service replies: first 1,000 a month free
Free-form replies inside the 24-hour customer service window are free for the first 1,000 per business phone number each month. After that Meta charges the service rate, which equals the utility rate. Unused free messages don't roll over.
Utility inside the 24-hour window is charged
Since 1 October 2026, utility templates sent while a customer service window is open are charged at the utility rate. They were free from July 2025 to September 2026.

When someone messages you from a Click-to-WhatsApp ad and you reply within 24 hours, every message you send them for up to 7 days is free, marketing included.
Volume tiers lower utility and authentication
Utility and authentication rates drop in graduated steps as monthly volume grows, counted per business portfolio, market and category; each lower rate applies only to the messages above its threshold. In India the steps are 6% to 30% off, starting at 25 million utility or 750,000 authentication messages a month. Marketing and service have no tiers. The calculator applies them and shows each country's bands.
Prices change four times a year at most
Meta only changes rates on 1 January, 1 April, 1 July or 1 October, with at least a month's notice. This page checks Meta's card every week.
A payment method is required
Each WhatsApp Business Account needs a payment method in Meta, or a partner credit line. Without one, service replies stop after the free 1,000. India-based businesses must bill in INR from 1 January 2027.
WhatsApp rates by country (effective 1 October 2026)
Per delivered message, from Meta's INR and USD cards. Meta publishes each currency as its own price list, so INR is not a conversion of USD. Service equals utility in every market; authentication-international applies only to eligible senders based outside the market.

From 1 October 2026, Meta charges ₹0.8631 per marketing message, ₹0.1150 per utility message and ₹0.1150 per authentication message to Indian numbers (USD card: $0.0118, $0.0014 and $0.0014). Service replies are free for the first 1,000 a month per number, then ₹0.1150 each. Your WhatsApp platform adds its own fee on top.
Only the first 1,000 service messages per business phone number each month. Since 1 October 2026 Meta charges the service rate after that, which in India is ₹0.1150 per message, the same as utility.
Yes, for utility and authentication messages only. Rates step down as a business portfolio's monthly volume to a market grows, and each lower rate applies only to messages above that threshold. In India utility drops from ₹0.1150 to ₹0.0805 (30% off) above 300 million a month, and authentication from ₹0.1150 to ₹0.0805 above 100 million. The first discount starts at 25 million utility or 750,000 authentication messages a month. Marketing and service messages have no volume discount.
The recipient's. Meta prices every message by the country calling code of the number you send to, so a business in India messaging a UAE number pays the UAE rate.
Each message is charged at its recipient's country rate, and your monthly bill is the sum across countries. Two things are shared: the 1,000 free service replies a month are per business phone number, not per country, and volume tiers add up all your utility or authentication messages to one Meta market, so countries priced in the same regional market count together. Add each country in the calculator above to see the combined cost.
Meta sets the per-message rates on this page; they are the same for every business and every provider. Providers charge for their platform on top, as a subscription, a per-message margin or both, so compare the total cost, not just the platform fee.
You pay Meta's message charges to Meta directly, on the payment method in your WhatsApp Business account. CampaignHQ bills its plan (from ₹1,499 a month) plus, in India, 15% of Meta's charge on marketing, utility and authentication messages, with no fee on service replies. So an Indian marketing message costs ₹0.8631 to Meta plus about ₹0.1295 to us. Pricing for other countries and for high volumes is set per account.
