Providers add their own platform fee. With CampaignHQ, customers pay Meta's message charges to Meta and pay CampaignHQ its plan (from INR 1,499/month) plus, in India, 15% of Meta's charge on marketing, utility and authentication messages (no fee on service replies). Outside India CampaignHQ prices per account. ## Rules - You pay per delivered message: Meta charges each delivered template message once, by its category and the recipient's country code. Per-message pricing replaced conversation pricing on 1 July 2025. - Service replies: first 1,000 a month free: Free-form replies inside the 24-hour customer service window are free for the first 1,000 per business phone number each month. After that Meta charges the service rate, which equals the utility rate. Unused free messages don't roll over. - Utility inside the 24-hour window is charged: Since 1 October 2026, utility templates sent while a customer service window is open are charged at the utility rate. They were free from July 2025 to September 2026. - Click-to-WhatsApp ads open a free window: When someone messages you from a Click-to-WhatsApp ad and you reply within 24 hours, every message you send them for up to 7 days is free, marketing included. - Volume tiers lower utility and authentication: Utility and authentication rates drop in graduated steps as monthly volume grows, counted per business portfolio, market and category; each lower rate applies only to the messages above its threshold. In India the steps are 6% to 30% off, starting at 25 million utility or 750,000 authentication messages a month. Marketing and service have no tiers. The calculator applies them and shows each country's bands. - Prices change four times a year at most: Meta only changes rates on 1 January, 1 April, 1 July or 1 October, with at least a month's notice. This page checks Meta's card every week. - A payment method is required: Each WhatsApp Business Account needs a payment method in Meta, or a partner credit line. Without one, service replies stop after the free 1,000.
